If they...The Republicans will obstruct either way. If they can strip the EPA of its authority, great. Then they will certainly have no incentive to work on a climate bill (despite what Graham says). If they can't block the EPA, they still won't have any incentive to work on climate, since its an issue they can beat up Democrats over (despite most Americans believing in and wanting to deal with climate change).
